BIOGRAPHY
Before joining HHP, Mr. Zhou worked for Urban Planning, Land and Resources Bureau of Shanghai, Real Estate Bureau of Baoshan District and Huayi Group Investment Co., Ltd. for more than ten years.
Mr. Zhou has been working in competent authorities of Urban Planning, Land and Resources, which endows him with thorough insight into policies for land management including Land Use Planning, Project Site Selection, Land Grant (Bid, Auction and Listing, Grant by Negotiation, Allocation and Use of Collective Land), Check and Acceptance of Planning and Land Verification. Mr. Zhou has conducted in-depth study on complex problems in land use such as Payment for Premium of Resale Premises, Collective Land Transfer and Agricultural Land for Facilities. He has rich experience in the adaptation of land users to Urban Renewal, Reconstruction and Demolition and Relocation in old town both in theory and in practice.
Mr. Zhou has been responsible for enforcement and supervision of law and has coordinated with the Ministry of Land and Resources in Land Supervision for years, dealing with violations of administrative laws and regulations, and participating in the formulation of relevant normative document. Furthermore, Mr. Zhou thoroughly holds the policy, substantive and procedural aspects of administrative enforcement and supervision, which contributes to his success in assisting companies to foresee and handle the administrative and legal risks in business operation for several times.
Mr. Zhou was responsible for writing the proposal concerning Urban Renewal in Jing’an District to CPPCC, drafting normative documents in connection with industry regulation such as implementation measures for discretion measurement of relevant administrative penalty, standards for land verification and so forth in Shanghai. Mr. Zhou also participated in drafting and preaching of a number of regulations on land use including Administrative Measures on Agricultural Land for Facilities in Shanghai.
Mr. Zhou provides solutions for the clients from sectors including Company Shares, Trust, Dispute Resolution of Real Estate and so forth. He also serves as long-term legal counsel for several companies.
